I've seen a few tabs to this song and they all seem over-complicated.
I watched the OGWT version of the song where you can see everything Bowie plays.

For the first bit of the song just do single up strums for each chords

Repeat the 4 chords now for the rest of the song with the strumming pattern

Your still going to need to listen for the timings, especially with the "All the tall 
people bit", but its a very easy song
